Carlos del Razo

Founding Partner

Carlos del Razo is a founding partner of Del Razo & Rábago Environmental Consultants and one of the most recognized environmental law attorneys in Mexico. With more than 20 years of experience, he advises companies and projects operating in highly regulated sectors..

President of the Mexican Academy of Environmental Impact (AMIA) and Co-Chair of the AIJA Sustainability Council.

LL.B., Universidad de las Américas (UDLA); Master’s Degree in Environmental Law, University of Kent (UK); Specialist in Energy Administration (ITESM).

Carlos Rábago

Founding Partner

Carlos Rábago is a founding partner of Del Razo & Rábago Environmental Consultants and has an extensive career in environmental consulting. With nearly 30 years of experience, he is recognized for his technical precision and his ability to integrate sustainability criteria into large-scale projects.

Former President of AMIA and current President of the Technical Advisory Council.

He has led numerous environmental impact assessments and supervision programs for emblematic projects such as Mexico City Metro Line 12, the Suburban Railway, and the Piedra Larga Wind Power Plant in Oaxaca.

Karime Vázquez

Senior Associate

Attorney specialized in Environmental, Administrative, and Regulatory Law with 10 years of experience as an environmental and regulatory consultant. She provides advisory services in compliance, defense of permits and concessions, as well as sanctioning and contentious administrative proceedings at both federal and local levels. She has led audits and inspections for complex projects in highly regulated sectors. She has experience in legal audits, public tenders, and analysis of natural gas supply and transportation contracts in Mexico and Texas, developed both in the private sector and in public companies. Karime holds a Law degree from ITAM and is currently pursuing a Master’s Degree in Administrative Law at Universidad Panamericana.

Eugenia Saldaña

Technical Consultant

Geological Engineer with experience in technical and environmental consulting, focused on the application of geospatial tools and assisted design for territorial analysis, impact assessment, and regulatory compliance in energy, mining, and infrastructure projects. She began her professional career at Unidad Minera Preisan, participating in internal and external geological mapping, topographic surveys, exploration support, and reserve calculations. She later joined the General Directorate of Mines at the Ministry of Economy, coordinating regional sub-directorates, analyzing concession files, and supervising accreditation of mining works. Eugenia holds a Geological Engineering degree from Instituto Politécnico Nacional and has contributed to nationally relevant projects related to natural gas distribution, fuel storage, and wind and photovoltaic park development.

Jessica Labra

Senior Associate

Attorney specialized in Environmental and Regulatory Law with 13 years of experience. Her career includes positions in the public sector, particularly at PROFEPA, as well as private practice, where she has designed and implemented regulatory compliance and risk management strategies for companies in sectors such as energy, hospitality, airports, and agriculture. She has experience in environmental audits and inspections and in the preparation and monitoring of environmental safeguard action plans under the Equator Principles and IFC Standards. Jessica holds a Law degree from UNAM (FES Acatlán) and has completed diploma programs in Environmental Law, Urban Development and Housing, the USMCA Chapter 24 (Environment), and Human Rights. She has authored specialized academic articles.

Alejandro Herrera

Junior Associate

Attorney specialized in Administrative Law, Intellectual Property, and health regulation, with experience in litigation, consulting, and regulatory analysis. He has participated in complex cases before the Federal Administrative Justice Court and Collegiate Courts, as well as in designing legal strategies for highly regulated companies. His experience includes drafting legal briefs, access-to-information requests, technical reports, and coordination with administrative authorities. He has collaborated on projects related to life sciences, technology, intellectual property, and aviation regulation. He holds a Law degree from Universidad Panamericana, graduating through the diploma “Essentials of US Cybersecurity and Technology Law” at New York University (NYU), and is currently pursuing a Master’s Degree in Administrative Law at Universidad Panamericana.

Biuludani Altamirano

Of Counsel

Attorney specialized in Administrative and Regulatory Law, with extensive experience in strategic litigation and comprehensive analysis of complex regulatory frameworks. He has advised companies in highly regulated sectors, designing legal strategies for defense of administrative acts, regulatory compliance, and legal risk management. He has participated in high-complexity litigation related to energy regulation, fuel regulations, and government programs, developing preventive and corrective legal strategies that have enabled clients to ensure compliance and mitigate risks. He holds a Law degree from UNAM, a specialization in Administrative Law from the same institution, a Master’s Degree in Legal Argumentation from the University of Alicante, and a diploma in Circular Economy from Universidad del Medio Ambiente. He has also completed graduate studies in Energy Law and Energy Transition.

Emiliano Arellano

Legal Intern

Law student at the Faculty of Law of the National Autonomous University of Mexico (UNAM), with experience in administrative and environmental matters. He has previously collaborated with law firms, assisting in drafting legal documents, procedural analysis, and monitoring civil, commercial, and administrative litigation, with a particular interest in regulatory compliance and environmental protection. He currently serves as an intern supporting the team in preparing documents, analyses, compliance matrices, and monitoring matters before courts and federal and local authorities, including SEMARNAT, PROFEPA, and SEDEMA.

Representative Projects and Transactions

Challenge and revocation of amendments to fuel regulations intended to improperly increase ethanol content in gasoline. The case was resolved by the Supreme Court of Justice of the Nation, establishing important environmental precedents.

Participation in contaminated soil remediation procedures at two industrial plants in Ecatepec, State of Mexico, for a chemical industry company, involving multiple approvals before SEMARNAT and subsequent inspections by PROFEPA.

Advisory services to the Italian state-owned company Eni regarding hazardous and special waste generation registrations before ASEA, including an exhaustive review of waste traceability across multiple operational assets in Mexico and proper handling by authorized providers.

Advisory services to a nationwide natural gas distribution and transportation company to comply with environmental impact and risk obligations before ASEA and various state authorities.

Environmental audit for natural gas transportation and distribution company Kinder Morgan to obtain authorization of multiple SASISOPA systems before ASEA, including a comprehensive review of systems operating in northeastern Mexico.

Successful legal representation challenging determinations by CONAGUA that improperly revoked national water concessions for industrial use within the Lerma–Santiago–Pacific Hydrological Administrative Region.
