Environmental Assessment and Industrial Development: The Case of the Topolobampo Fertilizer Plant

The development of large industrial projects poses one of the main challenges of contemporary environmental policy: how can the need for infrastructure and economic growth be reconciled with adequate prevention, mitigation, and monitoring of its environmental impacts?

The Topolobampo Fertilizer Plant, in Sinaloa, is a relevant case for analyzing this relationship. The project, developed by Gas y Petroquímica de Occidente (GPO), a subsidiary of Proman, is designed to produce ammonia for fertilizer manufacturing and has been the subject of public discussion over its potential environmental, social, and economic implications.

In an interview recently published by Reporte Índigo, Carlos del Razo, founding partner of Del Razo & Rábago Consultores Ambientales, addressed some of the environmental and regulatory elements that have accompanied the project's development.

Environmental Assessment as a Starting Point

Industrial projects of this nature require various studies, analyses, and authorizations before they can move forward.

In the case of the Topolobampo Fertilizer Plant, Carlos del Razo explained that the environmental impact authorization was reviewed not only by different administrative units of the Ministry of Environment and Natural Resources (SEMARNAT), but also through consultation with other institutions and agencies, including the National Commission of Natural Protected Areas (CONANP).

This process illustrates one of the central functions of the Environmental Impact Assessment (EIA): identifying, in advance, the impacts a project may generate and establishing the measures needed to prevent, mitigate, offset, and monitor them.

Environmental assessment should not be understood merely as a prerequisite for obtaining an authorization. Properly implemented, it is a tool for incorporating environmental criteria from the planning stage through the different phases of a project's life.

From Diagnosis to Concrete Measures

One of the key elements of environmental assessment is that its findings must translate into specific actions.

According to the information Carlos del Razo shared in the interview, the project includes various programs related to environmental protection, including measures for flora and fauna, water quality monitoring, air emissions, and mangrove restoration, in addition to social and community programs.

One example is the identification of black iguana specimens during flora and fauna surveys carried out as part of the Environmental Impact Statement. Based on this finding, monitoring, location, and relocation actions were planned to protect the species.

This type of measure shows why environmental assessment must go beyond diagnosis: its effectiveness depends on the ability to turn identified impacts into verifiable prevention, mitigation, restoration, and monitoring programs.

Risk Management Is Also Part of the Assessment

The environmental dimension of an industrial project also includes risk identification and management.

In this case, the environmental risk study incorporated considerations related to construction conditions and ammonia storage. Among the measures identified is the foundation of the plant's main structure using approximately 6,000 piles and the use of a double-tank system for storing this substance.

These elements reflect the importance of jointly analyzing site characteristics, industrial processes, the substances used, and possible risk scenarios.

Industrial Development and Environmental Protection Don't Have to Be Opposing Concepts

Discussions around large projects are often framed as a choice between economic development and environmental protection.

However, one of the main objectives of modern environmental assessment instruments is precisely to find mechanisms that reconcile both interests through decisions grounded in technical information, regulation, and monitoring.

In the case of Topolobampo, beyond its environmental dimension, the project fits into a broader discussion about domestic fertilizer production, agricultural activity, employment, and regional industrial development. Reporte Índigo notes that the initiative seeks to produce ammonia used in fertilizer manufacturing and help reduce dependence on imports.

The relevant question, therefore, should not be limited to whether industrial development should exist, but rather under what environmental, technical, and social conditions it can be developed responsibly.

Dialogue as Part of Environmental Management

Another particularly relevant element of this case is the existence of dialogue tables involving authorities, specialists, communities, producers, and company representatives.

Carlos del Razo noted that these spaces represent an opportunity to establish respectful dialogue among the different groups interested in and involved with the project.

Participation and access to technical information are becoming increasingly important in projects subject to a high level of public scrutiny.

Having dialogue mechanisms does not necessarily eliminate differences among the parties involved, but it can help ensure that the discussion is built on verifiable information and allows concerns, risks, and possible solutions to be identified.

Toward a More Comprehensive Environmental Assessment

The case of the Topolobampo Fertilizer Plant shows that contemporary environmental assessment goes far beyond preparing a study or obtaining an authorization.

It involves integrating technical assessment, risk management, biodiversity protection, environmental monitoring, restoration, social participation, and monitoring throughout the life of the project.

For large-scale industrial projects, this approach is particularly relevant.

The ability to reconcile industrial development and environmental protection depends, to a large extent, on having technically sound assessments, effective mitigation measures, ongoing oversight, and dialogue mechanisms that can address the concerns of the different parties involved.

In this sense, environmental assessment should not be seen as an obstacle to development, but as a tool for building more responsible, resilient projects that are compatible with their surroundings.
